The San Pablo City Water District (SPCWD) held its 9th Gabi ng Parangal Rewards and Recognition Program on September 30, 2026, at the LGU Hotel, Brgy. San Jose Malamig, San Pablo City, Laguna, in celebration of the 126th Philippine Civil Service Anniversary (PCSA).
With the theme “Bilib kami sa’yo, ang galing mo!” and carrying the title “Natatanging Parangal para sa mga Pinakamahuhusay na Kawani ng San Pablo City Water District,” the event honored employees whose dedication, performance, and commitment continue to contribute to the Water District’s mission of public service.
The program opened with the remarks of SPCWD General Manager Ar. Michael M. Manansala, anchored on the PCSA theme, “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan.” In his message, he emphasized that recognition is not limited to those who receive awards, as every employee plays a vital role in the day-to-day operations of the Water District and in fulfilling its commitment to provide quality service to the community.
His message was followed by the inspirational message of Acting Mayor Hon. Carmela A. Acebedo, who highlighted the importance of recognizing the hard work of others, reminding everyone that behind every accomplishment is a dedicated individual whose efforts deserve appreciation.
SPCWD Assistant General Manager for Admin, Finance and Commercial Mrs. Mildred C. Morga also delivered a meaningful message, highlighting the pressures and challenges faced by employees in fulfilling their responsibilities. She noted, “Hindi lang tubig ang may pressure, pati na rin ang mga tao sa SPCWD na kailangang mag-ayos nito,” recognizing the challenges employees face in ensuring reliable service to the community.
The SPCWD Board of Directors, led by Chairman Dir. Balbino A. Escueta, together with Dir. Brigida B. Alican, Dir. Ubaldo G. Ciabal, Dir. Romeo B. Race, and Atty. Victorino F. Javier Jr., delivered their Message of Support and Recognition, expressing their appreciation for the dedication and contributions of the Water District workforce.
The Program on Awards and Incentives for Service Excellence (PRAISE) Committee, headed by Financial Management Department Manager A Gretchen G. Calabia, also played a key role in the recognition program. In her message, she outlined the requirements and qualifications considered in selecting the awardees, emphasizing the importance of a fair and thorough evaluation process. She likewise expressed her appreciation to the committee members for their collective efforts in ensuring the successful conduct of the event.
Adding to the celebration, employees from different departments prepared special presentations featuring Filipino songs, showcasing their talent, teamwork, and camaraderie. The performances added a lively segment to the evening and provided employees an opportunity to celebrate Filipino culture through music.
The event also featured Best Dressed for Male and Female, recognizing employees who best embodied the Filipiniana theme through their attire.

Emerging as this year’s Best Employee, Ofelia U. De Villa received the highest recognition for her exemplary service, outstanding performance, and dedication to the organization.
The evening concluded with the closing remarks of SPCWD Assistant General Manager for Operations and Technical Services Engr. Diosdado A. Biglete, who congratulated all the awardees and nominees and encouraged every employee to continue striving for excellence in their respective roles.
More than an annual recognition ceremony, Gabi ng Parangal celebrates the people behind SPCWD’s public service — employees whose dedication, integrity, and commitment contribute to the delivery of quality service to the community. It also provides an opportunity to strengthen camaraderie and celebrate the achievements of the Water District workforce.
