INVITATION TO BID

CONTRACT NO. 2026-090

Re-Bid: Supply and Delivery of 5,100 units Water Meter ( 15mm Ø / 1/2" Ø )
(For New Service Connection, Change Meter, Reconnection, and Special Project Use)

1) The San Pablo City Water District, through the 2026 Approved Budget intends to apply the sum of Seven Million Six Hundred Fifty Thousand Pesos (Php 7,650,000.00) only being the Approved Budget for the Contract (ABC) to payments under the contract for Contract No. 2026-090 Re-Bid: Supply and Delivery of 5,100 units Water Meter ( 15mm Ø / 1/2" Ø ) (For New Service Connection, Change Meter, Reconnection, and Special Project Use). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The San Pablo City Water District now invites bids for Contract No. 2026-090 Re-Bid: Supply and Delivery of 5,100 units Water Meter ( 15mm Ø / 1/2" Ø ) (For New Service Connection, Change Meter, Reconnection, and Special Project Use) . Delivery of the Goods is required within Fifteen (15) to Thirty (30) Days upon receipt of approved Purchase Order. Bidders should have completed, at least One (1) year from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from San Pablo City Water District and inspect the Bidding Documents at the address given below from 8:00 o’clock in the morning to 5:00 o’clock in the afternoon.

5) A complete set of Bidding Documents may be acquired by interested Bidders June 1, 2026 to June 21, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (Php 10,000.00) only.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The San Pablo City Water District will hold a Pre-Bid Conference on June 9, 2026 at 2:00 o’clock in the afternoon at San Pablo City Water District Regional Training Center, Maharlika Highway, Brgy. San Gabriel, San Pablo City, Laguna, which shall be open to prospective Bidders.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before June 21, 2026 at 2:00 o’clock in the afternoon. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9) Bid opening shall be on June 21, 2026 at 2:00 o’clock in the afternoon at San Pablo City Water District Regional Training Center, Maharlika Highway, Brgy. San Gabriel, San Pablo City, Laguna. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) In case the due date falls on a non-working day, i.e. Saturday and Sunday, legal holiday, or special non-working holiday, the deadline shall be moved on the next working day.

11) The San Pablo City Water District reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.

Documents Comprising the Bid: Technical and Financial Components

The first bid envelope shall contain the following technical documents, including the eligibility documents:

i) PhilGEPS Certificate of Registration (Platinum Membership);

ii) Statement of SLCC;

iii) NFCC Computation or committed Line of Credit (LoC);

iv) Statement of all its ongoing government and private contracts, including contracts awarded but not yet started, if any, whether similar or not similar in nature and complexity to the contract to be bid;

v) [if applicable] JVA) or in the absence of a JVA, duly notarized statements from all potential JV partners stating that they will enter into and abide by the provisions of the JVA in the event that the bid is successful;

vi) Bid Security in the prescribed form and amount in accordance with ITB Clause 16, and validity period under ITB Clause 15;

vii) Technical Specifications, which may include production or delivery schedule, manpower requirements, or after-sales service or parts, if applicable;

viii) Omnibus Sworn Statement; and

ix) For foreign Bidders claiming eligibility by reason of their country’s extension of reciprocal rights to Filipinos, a certification from the relevant government office of their country stating that Filipinos are allowed to participate in their government procurement activities for the same item or product.

The second bid envelope shall contain the following financial documents:

a) Bid Form which includes the Bid price;

b) Price Schedules in accordance with ITB Clause 13.1; and

c) [if applicable] Certificate of Domestic Preference, in accordance with ITB Clause 25.

The delivery schedule, expressed in weeks or months, indicates the required delivery date which shall be understood as the date the Goods are to be delivered to the project site.

Terms of Payment :
a) After issuance of certificate of final acceptance

- Retention money in an amount equivalent to five percent (5%) of the contract price

- Special bank guarantee equivalent to at least ten percent (10%) of the contract price.

c) Processing of payment (30 days) upon completion of deliveries.

Materials Test:
- Bidders are required to submit two (2) samples of water meters one sample of which is a cut away and the other one is a whole sample.
- Bidders are required to submit factory testing certificate and report.
- Bidders are required to submit of chemical cleaning solution and method in the cleaning of water meter units, including both external surfaces and internal components, for the purpose of dissolving and removing stains and rust without damaging any part of the meter.
- Water Meters shall be tested at designated testing site to ensure the quality of the meters to be supplied.
- Bidders shall provide water meter security seal (universal) and additional 100 pieces for replacement.
- Bidders shall provide 4 pieces 3/4Ø (20mmØ) calibrated with certification by accredited third party.

Accuracy Testing and Inspection Requirements:
- All water meters to be supplied shall undergo accuracy testing at the winning bidder’s plant or warehouse using a calibrated test bench.

Sampling and Testing Requirements:
- All units must comply with the accuracy tests shall be conducted at Qmax, Qn, and Qmin flow rates.
- All sampled units must comply with the required accuracy limits in accordance with ISO 4064 standards.

Witnessing of Testing:
- The San Pablo City Water District (SPCWD) shall send two (2) authorized representatives to witness the testing process at the supplier’s facility.

Cost Responsibility:
- The winning bidder shall cover the accommodation/board and lodging of the two (2) authorized representatives.
- The bidder shall use the test result format prescribed by SPCWD and ensure that all results are properly documented and signed with soft copy.

Terms and Condition:
Payment Terms: Sixty (60) Days upon Completion of Deliveries.

Warranty:
One (1) year warranty against factory defect.

REGISTER MECHANISM, COMPARTMENTS AND DIALLENS
All meters supplied shall be self contained & hermetically sealed to ensure dial free from fog and keep the
reading clear in long term service.
All parts of the inserts such as frames, shaft, gears & pistons shall be made of suitable non corroding materials.
Strainer or Filter, Filled at the inlet of meter.
Water meters shall composed of one (1) counter and four (4)dials to be read in cubic meters and in liters respectively.
*The lens covering the register dial shall be securely fastened to achieve hermetical sealing.
*Clear tempered glass of 5 mm thickness shall provide as covering for the register mechanism and
stainless steel/glass encapsulated guaranteed against fogging.

Submission of Test Results
The winning bidder shall submit complete test reports indicating that all tested units have passed the required tests.
Test reports shall follow the same format prescribed by SPCWD and must include:
Serial numbers of tested units
Test results for Qmax, Qn, and Qmin
Signature of the supplier’s authorized representative
Signature of SPCWD witness/inspector
