Installation of 75mm.Ø Small Distribution Pipelines at Purok 6,
Brgy. San Isidro, San Pablo City

1) The San Pablo City Water District, through the 2026 Approved Budget intends to apply the sum of Two Million Six Hundred Seventy-Three Thousand Two Hundred Eighty-One Pesos and Eighteen Centavos (Php 2,673,281.18) only being the Approved Budget for the Contract (ABC) to payments under the contract for Contract No. 2026-230 Installation of 75mm.Ø Small Distribution Pipelines at Purok 6, Brgy. San Isidro, San Pablo City. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The San Pablo City Water District now invites bids for Contract No. 2026-230 Installation of 75mm.Ø Small Distribution Pipelines at Purok 6, Brgy. San Isidro, San Pablo City. Completion of the Works is required within Forty-Five (45) Working Days. Bidders should have completed, within Five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from San Pablo City Water District and inspect the Bidding Documents at the address given below from 8:00 o’clock in the morning up to 5:00 o’clock in the afternoon.
5) A complete set of Bidding Documents may be acquired by interested bidders on October 14, 2026 to November 3, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00) only.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The San Pablo City Water District will hold a Pre-Bid Conference on October 22, 2026 at 2:00 o’clock in the afternoon at San Pablo City Water District Regional Training Center, Maharlika Highway, Brgy. San Gabriel, San Pablo City, Laguna, which shall be open to prospective bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below, on or before November 3, 2026 at 2:00 o’clock in the afternoon. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on November 3, 2026 at 2:00 o’clock in the afternoon at San Pablo City Water District Regional Training Center, Maharlika Highway, Brgy. San Gabriel, San Pablo City, Laguna. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) In case the due date falls on a non-working day, i.e. Saturday and Sunday, legal holiday, or special non-working holiday, the deadline shall be moved on the next working day.
11) The San Pablo City Water District reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.

Checklist of Technical and Financial Documents


I. TECHNICAL COMPONENT ENVELOPE

a) PhilGEPS Certificate of Registration (Platinum Membership) in accordance with Section 20 of the IRR;
b) PCAB License and Registration, in case of Joint Venture (JV);
c) Statement of all its ongoing government and private contracts, including contracts awarded but not yet started, if any, whether similar or not similar in nature and complexity to the contract to be bid;
d) Statement of the Bidder’s SLCC, in accordance with ITB Clause 5.5.
The SLCC shall be supported by an Owner’s Certificate of Final Acceptance issued by the project owner other than the Contractor, or a final rating of at least satisfactory in the CPES, or a similar performance and monitoring system. In case of contracts with the private sector, an equivalent document shall be submitted;
e) NFCC computation in accordance with ITB Clause 5.6;
f) Joint Venture Agreement (JVA), if applicable;
g) Bid Security in the prescribed form and amount in accordance with ITB Clause 16, and validity period under ITB Clause 15;
h) Project Requirements, which shall include the following:
i) Organizational chart of the personnel to be deployed for the procurement project to be bid;
ii) List of Contractor’s personnel (e.g., Project Manager, Project Engineers, Materials Engineers, and Foremen), to be assigned to the procurement project to be bid, with their complete qualifications and experience data. These personnel must meet the required minimum years of experience set in the BDS;
iii) List of Contractor’s major equipment units which are owned, leased, or under purchase agreements, supported by proof of ownership or certification of availability of equipment from the equipment lessor or vendor for the duration of the project, as the case may be, which must meet the minimum requirements for the contract set in the BDS; and
iv) Omnibus Sworn Statement in accordance with Section 54.3 of the IRR.

TECHNICAL SPECIFICATIONS

A PROJECT SPECIFICATIONS
1 EARTHWORKS EXCAVATION
1.1 Excavation shall include the removal of materials that would interfere with the proper execution
and completion of the work. The removal of said materials shall conform to the width and depth
as shown in the drawings.
1.2 Contractors shall provide and maintain all supports and shoring that may be deemed necessary.
1.3 The walls and faces of all excavations in which workers are exposed to danger from unstable
ground shall be guarded against by shoring system, sloping of the excavation or other method.
1.4 All excess excavated materials shall be removed and disposed at designated site.

2 BACKFILL
2.1 Materials to be used for backfill shall be selected materials free from grass roots, bush
or other vegetation or rocks having maximum dimension larger than 100 mm.
2.2 Pipeline trenches backfills shall be placed in layers not exceeding 150 mm in thickness
and each layer shall be thoroughly compacted.
2.3 A sand bedding with a thickness of 4 inches shall be laid before the installation of the pipe.
